The day that ATSIC wound up was a personally a sad day because I was actually with three of the young men who found themselves in a position at the end of the day when they had their phones turned off, no one made arrangements for them to travel home that night and I just thought it's typical of a lot of services and a lot of programs that are implemented for Aboriginal people. No sooner are they set up, they don't actually have time to become effective. And what the government, this is how I personally feel, that the government has a very short implementation phase and it's too short sometimes for an organisation or a program to be effective.
